2. Establish a national database working group and wider advisory group
After consulting the main stakeholders and doing the baseline assessment it is recommended to form two groups:
- A National Database Working Group (NDWG). The NDWG should have a broad yet targeted stakeholder representation, to avoid becoming too large, hence unmanageable or ineffective.
- A wider advisory group (e.g. with stakeholders acting in an advisory and/or a reviewer capacity).
It is also advisable to invite to the NDWG the people and organizations that are expected to fund and/or put in the effort to implement initial activities envisioned for the development of national LCA data and the database. While you may invite in the advisory group the rest of the stakeholders that have been mapped as part of step 1.
